Policy and Resources and Privileges and Procedures agree that it should be introduced in 2005 – but disagree over exactly when. The clash of opinions became clear in a meeting last Thursday and both committees appear resolved to have their way on the matter.P & R have overall responsibility for the smooth introduction of government reform and are adamant that it should be at the start of 2005, as scheduled and promised to the public.Privileges, however – the committee which is in charge of making the reforms a reality – say that there is little point in introducing a new system only months before elections take place.

The committee would like to see ministerial government introduced at the end of 2005.
