Young offenders are becoming ‘untouchable’

Mr Le Marquand, who also sits as chairman on the Youth Court panel, said until the court had the power to remand youths to the Young Offenders Institute at La Moye, and until the Les Chênes Residential School is replaced with a more secure facility, the courts will not be able to protect society properly from young offenders, and will not be able to help them break ‘the cycle of offending’.His comments come after the chief officer of the States of Jersey Police Graham Power released figures showing an ‘alarming and growing’ rise in young offending.
