And there could be a winter of discontent ahead if the Policy and Resources Committee and its new chief executive, Bill Ogley, try to push through plans the union believes could lead to hundreds of job losses and/or States employees being forced to work for private companies.The TGWU’s district official Nick Corbel has warned that his members are almost certain to fight plans to cut services and contract jobs out to the private sector.The JEP has obtained a copy of a document prepared last year as part of the fundamental spending review entitled ‘A Framework for 21st Century Public Sector Services’.It asks departments to identify ‘core and non-core’ services and come up with ways of improving service delivery.In some cases, the document says, the States might even decide to stop providing certain public services altogether.
