They want to create a policy that will allow a regulated flow of people into the Island under licences issued by a single authority.

The policy has not been written yet, but if P and R’s proposition is accepted they will have until the end of the year to bring forward detailed plans. The committee say that, as far as possible, people coming into the Island who do not have previous connections to Jersey should be regulated through a ‘smartcard’ system to ensure that the right skill mix was available to employers. The policy is the main item scheduled for debate in the States Assembly on Tuesday.
