Again, the police said there was nothing they could do because no law had been broken.The shop’s owners, CIWG (Channel Islands Wholesale Group), have reacted swiftly to the incident, restricting sales of the canisters to one per person across all their stores.

And they insist that the person who bought the cans that night had provided proof that he was 18 in accordance with store policy.behaviour but that of other young teenagers in town.
