Graham Fraser (36) admitted importing heroin into the Elizabeth Harbour ferry terminal on 21 April, and throwing a glass at a friend after an evening out drinking.Crown Advocate Conrad Yates moved for a six-year total sentence, but the Superior Number of the Royal Court set a three-year sentence, in view of the defendants mental health problems.Advocate Yates said that Fraser had been stopped at the harbour with just over ten grammes of heroin – which was accepted as for personal use only – and that although he was co-operative with police, he did not name his supplier.The drugs worth up to £4,608 were ordered to be destroyed by the court, who heard that Fraser had been a heroin addict for three years, but whose drug use had escalated recently.Moving to the assault, the court heard that after an evening drinking with a friend in November, Fraser had returned to his friend’s partner’s home.

He threw a glass at his friend’s head with no warning, causing a cut to his forehead that required paper stitching.His lawyer, Advocate James Bell, said that the assault victim had forgiven Fraser, and added that because he had been drinking on top of his medication, he did not remember anything from the incident.

Advocate Bell said that as soon as his client had heard about the incident, he turned himself into the police.The Advocate also referred to his clients long history of mental health problems, and the fact that he had tested clean for illegal drugs ever since his arrest for heroin importation.The court halved the six year sentence that the prosecution has asked for, and sent Fraser to prison for three years.The Deputy Bailiff Michael Birt was sitting with Jurats de Veulle, Quérée, Tibbo, Georgelin, Allo and King.
