States Members heard this morning that the rise – which was binding on Connex – is one of the reasons why the new operators have needed so much financial help.Environment and Public Services president Deputy Maurice Dubras made the disclosure at Question Time in the House today.He told Members that shortly after tendering arrangements were completed in April 2002, the previous Public Services Committee became aware that there might be a change in the terms of conditions to come into effect in September 2002, a month before the new public transport contract began.
