States Members approved the plans by 29 votes to 14 yesterday, work on which will start in spring.
The Housing Committee successfully proposed the plans, and survived a proposal for a reference back.As well as approving the drawings, Members also approved sale on completion to the Jersey Homes Trust.
The flats will cost an average £232,000 per unit, with an estimated total cost of £23.7 million.
