Mrs Carter, who came to came to Jersey in 1954 to teach at the then new Rouge Bouillon School, established the Jersey Committee for Public Sculpture in 1991 and played a leading role in projects including the creation of the Liberation Square sculpture.

In 2002 she was made a Member of the Order of the British Empire in the Queen’s Birthday Honours List for services to the Public Scuplture Trust, as the committee became.Mrs Carter also served the Island community as a member of the Juvenile Court Panel, as a member of the States of Jersey Audit Committee and as vice-chairman of Les Chênes Residential School, now Greenfields.She was married to Tony, and had two sons, a daughter and nine grandchildren.
