Andrew Williamson, the former Devon director of Social Services, was appointed to review standing childcare and child protection policies, the way staff implement those policies and whether staff are properly qualified.

His review began in August – before the sacking of Health Minister Stuart Syvret and the police’s announcement that they were investigating historical abuse at Haut de la Garenne.

In January, Mr Williamson told Assistant Health Minister Jim Perchard that Mr Williamson had told him that he ‘had no real concerns about the service’ being provided.
