Deputy calls for review of dual role of Bailiff

He says the States should consider appointing an elected politician to preside over States sittings, or appointing a civil servant to do the job.

Deputy Le Claire has lodged a proposition for an investigation of the pros and cons of the current set-up, and has called for the States to debate reforming the role.

‘There have been repeated concerns about the need for States Members to understand the constitutional implications prior to making any decisions on change,’ said Deputy Le Claire.

‘I would like the States to decide whether or not they believe that the time has come for there to be a separation of the dual roles of the Bailiff and Deputy Bailiff as president and unelected ?Speaker of the States? and as the most senior members of the judiciary, or whether they are content to remain with the status quo.’

As speaker, the Bailiff or Deputy Bailiff is responsible for maintaining order, selecting who will speak, and ruling on procedural points.
