States seek help to improve handling of taxpayer money

The move comes as part of chief executive Charlie Parker’s plans to restructure the public sector, which includes investment in ‘modern financial systems’.

A statement released by the Chief Minster’s Department says that a recent review of the States’ financial management found ‘outdated practices and structures’ which do not support strategic planning and transparency.

‘The review recommended a number of changes to strengthen financial management, improve corporate performance and accountability, and to drive a commercial approach that delivers best value for money from suppliers,’ it says.

‘Reports from both the Comptroller and Auditor General and Scrutiny have also recommended changes to the way public finances are managed across the public sector.’

It adds: ‘The States’ current financial operation does not have the capacity and expertise to deliver this, while also maintaining day-to-day financial support for public services.

‘It is therefore looking for a partner to help modernise the way its financial processes are managed.’

A competitive tender process has started with the successful applicant due to start work in August for a 15-month period.

The States declined to confirm how much the contractor would be paid.
