West’s Centre flats plan gets the go-ahead

The company first applied to build a similar development on the site last year but was turned down by the Planning Committee as the scheme did not include any parking.

In January, the company submitted a revised application which included 12 parking spaces, along with a charging point for a ‘car club’ shared electric car, and a storage area for up to 83 bicycles.

The office block was formerly occupied by Kleinwort Benson but has lain empty for a number of years.

The design statement says: ‘The existing building dates back to the early 1980s and contributes little to the overall character of the street frontage.

‘The design of the residential building therefore aims to provide more appropriate and characterful development that will help repair the streetscape.

‘The proposed development will also enhance the overall visual quality of the area whilst providing a range of modern, adaptable homes in the heart of St Helier, close to all local amenities and services.’

According to a report put together by the Planning Department for planning officers to consider, walking and bus travel will most likely be the main mode of transport for most of the new building’s residents.

‘As before, this proposal will offer good-quality town centre accommodation with sustainable travel principles, but now with an element of on-site parking in addition to indoor bike spaces with charge points and a car-share facility,’ it said.

‘This approach, though falling short of a car space for each flat which the minimum standards would require, is perhaps more balanced.

‘This is a central location where walking and bus travel can realistically be the main travel choices. The small percentage of car spaces will offer some element of choice for occupants whilst acknowledging the need not to unduly exacerbate traffic problems around the site given the constrained and congested nature of the roads which border it.’
