Time limits on States speeches?

A working party chaired by the Bailiff, Sir Philip Bailhache, has been set up to find ways of streamlining States business.

States Members have been concerned over increasing amounts of time devoted to questioning presidents, lengthy speeches and debates, and the need for extra sittings to fit in all necessary business.

Among the options that the working party are considering are:Weekly States sittings.Time-limited speeches and debates.A time-limit for Question Time.An increase in the lodging period for major pieces of legislation.The group includes Senators Christopher Lakeman and Ted Vibert, the Constables of St Clement (Derek Gray) and St Peter (Tom du Feu), Deputies Maurice Dubras, Jerry Dorey and Gerard Baudains, and a representative of Economic Development.It will review the management of public business and will consider setting up a Parliamentary Bureau, similar to the Scottish system, to take responsibility for the forward planning of public business.
