States Members yesterday approved the powers and structure for scrutiny, including the establishment of four dedicated panels and a Public Accounts Committee.

Altogether, they will cost an estimated £1.4 million a year to operate.Scrutiny is viewed as an important counter-balance to the power which will be held by the executive.

And once the ministerial system is in place in 2005, the job of the scrutineers will be to hold ministers to account, scrutinising their actions and contributing to the formulation of policy.Shadow scrutiny panels will be established in the autumn to allow Members to learn how they will operate.
