A feasibility study obtained by the JEP shows a five-storey, 95,000 sq ft building on the Esplanade car park opposite the Waterfront Centre.The building would be one of the first to confront visitors as they arrived in St Helier from the Harbour and the plans in the study include large featureless security walls, although the designs are only ‘schematic’ at this stage.Home Affairs approved the plans but hit a stumbling block the moment they were presented to Finance and Economics, who were concerned that such a valuable piece of land should be used for the police.

The feasibility study has cost nearly £100,000 but the project already looks to be dead in the water.

The study even contains a risk assessment which puts ‘politicians interfering’ and ‘F and E delay’ as major threats.
