Early licence application plan is foiled

The law states that driving licences are valid for exactly five years from the date of issue.An order was made by the Home Affairs Committee to enable parishes to accept advance applications for driving licences, hold them and then issue them at the time of the renewal date.But then it was discovered that the parishes did not have the computer software necessary to make this possible.
