Members agreed that committee presidents and members of the Privileges and Procedures Committee should be precluded from serving on shadow scrutiny panels.The two posts of chairman of the shadow scrutiny panels will be filled by Deputy Jerry Dorey, who gained 26 votes, and Senator Ted Vibert, who received 24 votes.The others proposed were Deputies Baudains (16), Duhamel (11), Le Claire (5) and Southern (5).

Deputy Sarah Ferguson was elected unopposed as shadow chairman of the shadow Public Accounts Committee.The rules for the shadow Public Accounts Committee that will oversee the execution of States policy were also approved.Members voted unanimously to set up the committee, which will replace the Audit Commission, but voted by a margin of just four votes – 19 votes to 15 – in favour of an amendment to ban members of the Finance and Economics Committee from sitting on it.
