Firms in north of town ‘may suffer’ from car park closure

The work is due to begin on Monday 18 September, with the car park being closed for four weeks from Monday 25 September.

One floor of the car park will be opened every two weeks thereafter during the 14-week project.

The scheme, as well as minor work at First Tower car park, will cost a total of £540,000.

As part of the work at Minden Place, the spaces will be widened – reducing their number from 262 to 237. The Infrastructure Department, which has ordered the work, says that Minden Place – the oldest multi-storey in Jersey – will also have its concrete floors repaired, and disabled and parent access will be improved as part of the scheme.

However, Bernie Manning, chairman of the North of St Helier Association, said it was a ‘big mistake’ to reduce the number of spaces in the town car park.

He said: ‘It is a shame that we are going to lose so many parking spaces when they have finished the work – as well as the loss for the several weeks it will be closed.

‘I think the work should have waited until the Andium Homes project in Ann Court went ahead because that is going to give a few extra shopping spaces.’

Under Andium’s proposals to develop Ann Street Court into one- and two-bedroom flats, 137 short-term public spaces for shoppers will be created.

The Infrastructure Department has said that during the refurbishment of Minden Place, Ann Court car park will become all-shopper parking, with a three-hour maximum stay for the duration of the work. This will displace the current commuter parking at Ann Court, although the department said there was alternative parking available at Pier Road.

Mr Manning added: ‘Ann Court is full most days. I have tried to park there a few times and it is always full.

‘It is a big mistake taking the parking spaces away without suitable alternatives in place. Any business to the north of St Helier is going to suffer because there is very little alternative on that side of town.’

Infrastructure Minister Eddie Noel said: ‘We are trying to improve Minden Place car park for users by making spaces more accessible and user friendly where we can, given the constraints of our oldest multi-storey.’

Meanwhile, work at First Tower will see the car park inspected, repaired where required, painted and a waterproof coating applied to the ramp between the levels.

The car park will remain open, with the most disruptive part of the work due to take place during the October half-term.

The department have said that the improvement works form part of a wider public car park maintenance programme to extend the life of car parks and provide a better experience for the public.
