Team for hospital pre-construction phase unveiled

Following a tendering process the States says it has selected J3 Limited to carry out the essential works which need to be undertaken before construction on the new hospital can get under way.

J3 is a joint venture made up of Channel Islands construction company Garenne Construction Group, UK building and civil engineering contractor Sir Robert McAlpine, and infrastructure, support services and facilities management business FES Group.

The announcement comes after the future hospital team unveiled its revised plans for the new facility last week.

In January a planning application for the future hospital was rejected by Environment Minister Steve Luce due to the scale and mass of the building.

A planning application for the revised plans, which propose a lower, wider six-storey building rather than the nine-storey building initially proposed, is due to be submitted by the project team next month.

If approved, work on the £466 million hospital could begin at the end of this year and the first clinical areas in the 50,000-square metre hospital would be expected to open in 2022. The hospital is anticipated to be fully operational by 2024 and the whole project complete by 2026.

Under the pre-construction service agreement, J3 will be responsible for managing the detailed design of the project, calculating the target cost and programme and planning the site logistics.

Infrastructure Minister Eddie Noel said: ‘We are beginning what I believe is a very exciting partnership with J3, working with three family-run businesses which have extensive experience in working on major projects of this type.

‘We will be combining the unparalleled local knowledge of the Garenne Construction Group, the engineering expertise of FES Group and the international construction expertise of Sir Robert McAlpine.’

Hector McAlpine, executive partner at Sir Robert McAlpine, said: ‘This is a tremendously exciting project and one which is of great importance to the people of Jersey.

‘The complementary skills and expertise the members of the J3 joint venture bring to this scheme, along with the collaborative ethos established to date, provide a great foundation for success.

‘We look forward to building strong relationships with the States of Jersey and the local community as the scheme progresses.’
