States workplace survey reveals staff discontent

The One Voice report, commissioned by States chief executive Charlie Parker, revealed that staff satisfaction in the States was lower than three-quarters of similar local authorities and private companies surveyed in the UK.

There were, however, some positive findings, such as 58 per cent of staff stating that they were ‘proud to work’ for the States, 67 per cent saying that their team ‘inspired them to do their best work’ and 91 per cent believing that they had the skills to do their job effectively.

But just a quarter of respondents said the executive management team ‘communicates a clear and compelling vision’ for the States, only a third felt their pay was reasonable, 35 per cent felt poor performance was dealt with well and just 36 per cent said that change was managed well in their department.

Only 36 per cent of staff said that they would recommend the Island’s public sector as a ‘great place to work’.

The survey report, which was produced by ORC International, says that for three-quarters of the questions asked, States staff produced a more negative response than was average for the UK public and private sector organisations.

The last comprehensive staff survey of the States was carried out eight years ago.

Mr Parker noted that there were variations in views between the different departments and said that the executive team would learn from the results of the survey.

‘This is the first survey of views across the whole of government for almost a decade,’ he said

‘It provides valuable insights into what colleagues are thinking and feeling, and is an important baseline against which we can judge our progress.

‘The survey results show that there are clear issues we need to address. There are variations between, and within, departments that we will need to explore.’

He added: ‘We now need to discuss these results in our teams, sections and departments and identify together where the priorities are and what action we need to take.

‘I have assured colleagues that we will learn from these results and take positive action over the coming months and years.’

A total of 4,321 States employees, which is 62 per cent of the organisation’s overall headcount, completed the survey.
