Don Street was closed for almost two hours after a member of the public called the emergency services to report the unidentified packages.
Subsequent tests on the white powder confirmed that it was flour.
The packages were discovered between two parked cars just after 9.30am on Friday. People working nearby were told not to leave their buildings while emergency services analysed whether the powder was hazardous to the public.
The road between Grove Street and Burrard Street remained closed until 11.23am.
